Stern on Heathrow

The Guardian of 23 May reports Lord Stern (author of the eponymous report on the economics of climate change) as saying that the decision to allow a third runway at Heathrow was a mistake. The debate on the runway had been immature. If the decision had been properly considered in the light of the UK's climate targets, he thought it would not have been granted. 

It is excellent that the UK government has set itself demanding carbon reduction targets.  But these will serve no purpose unless the targets constrain decision making.
